Should Flea Bites Be Doing This?

Not all of them are doing this but I've had about 4 that have filled up with water like blisters sometimes do. Is this the usual with flea bites? I've never had fleas before (we adopted a dog from the shelter, if we knew he had fleas we would've taken him to a groomer to get rid of them first thing). But yeah. Is this normal?
