What is the criteria for judging music as being ''good or bad''?

I've experienced music where the musicians were extremely talented, but to me their music was uninteresting and didn't move me. I've also experienced music that moved me, played by hacks who had great vision and imagination. Maybe the real talent lies on the creative side of the brain.
